New Office to Improve Tax Dispute Resolution with IRS


The IRS Independent Office of Appeals has unveiled its new Alternative Dispute Resolution (ADR) Program Management Office, aimed at streamlining tax dispute resolution. Commissioner Daniel Werfel emphasized the office's role in revitalizing existing programs and piloting new initiatives to offer taxpayers early resolution options.


Despite declining usage in recent years, ADR offers quicker and cost-effective resolutions. The IRS plans to boost awareness and accessibility to programs like Fast Track Settlement, Fast Track Mediation, Rapid Appeals Process, and Post-Appeals Mediation.


Acting Chief of Appeals, Elizabeth Askey, praised the appointment of Michael Baillif as the office's director, citing his extensive dispute resolution experience.


Key objectives include testing ADR programs earlier in the examination process, streamlining guidance, and enhancing accessibility. The office will also conduct outreach, coordinate mediator training, and monitor effectiveness in collaboration with IRS divisions.


Traditional appeal processes remain available. These enhancements stem from stakeholder feedback and aim to create a responsive resolution framework. Stay tuned for updates on proposed changes.
